Town of Viking- Strategic Plan

Summary: A facilitated strategic planning process that aligned Council and Administration around clear priorities and a practical implementation framework.

Hawken Consulting Group partnered with the Town of Viking to develop a clear, actionable Strategic Plan that reflects Council priorities and provides a practical path forward for the organization.

The project began with direct engagement with both Council and Administration, including one-on-one interviews to understand current challenges, opportunities, and long-term priorities. This input was synthesized into a “What We Heard” summary, ensuring the plan was grounded in real perspectives rather than assumptions.

We facilitated a two-day strategic planning workshop with Council and senior leadership, guiding discussions to move beyond broad ideas and into focused, achievable direction. The process was designed to create alignment, build ownership, and ensure the final plan was both realistic and implementable.

The resulting Strategic Plan established clear priority areas, including Financial Sustainability, Infrastructure and Asset Sustainability, and Economic Development, supported by additional focus areas such as Community Vitality and Governance and Organizational Capacity.

To ensure the plan is usable, not just aspirational, we structured each priority into defined outcomes and supported them with suggested performance measures. This provides Administration with a clear framework to track progress, support decision-making, and report back to Council in a consistent and meaningful way.

The final deliverables included a professionally designed Strategic Plan document, a Council presentation to support adoption, and a structured framework that the Town can use to guide planning, budgeting, and operational decisions moving forward.
