Strategic Plan & Service Level Review & Policy & Bylaw Review (January 2024-Ongoing)
Hawken Consulting Group completed a Service Level Review with the Town of Provost from August- November 2024. This process involved establishing service levels for all departments and linking them to key performance indicators (KPIs) to effectively measure performance over time. By doing so, future administrations will be able to align budgets with these service levels, providing clearer communication to Council on the direct relationship between costs and service delivery.
The team is currently doing a tailored review of the Town of Provost’s existing bylaws, and policies. Our process includes detailed analysis, staff consultation, and practical recommendations for updates or restructuring, all designed to reduce risk, support clarity, and improve day-to-day administration.
In early 2026, Hawken Consulting Group partnered with the Town of Provost to update and refine their Strategic Plan, building on previous work to ensure it remains relevant, measurable, and aligned with current Council priorities.
The process focused on strengthening what was already in place rather than starting from scratch. We worked with Council and Administration to review existing priorities, validate direction, and identify where updates were needed to reflect current realities, capacity, and emerging opportunities.
Through targeted discussions and facilitated sessions, we helped align Council and Administration around a clear and shared understanding of priorities moving forward. The update process emphasized clarity, ensuring that each priority area was well-defined and supported by practical outcomes.
A key component of this work was integrating and refining performance measures. Building on the Town’s existing KPIs, we helped ensure that each priority was supported by meaningful, trackable indicators that can be used for ongoing reporting, decision-making, and accountability.
The updated Strategic Plan provides a more structured and usable framework for Administration, supporting alignment between strategic priorities, operational planning, and Council reporting. It is designed to be a working document that guides day-to-day decisions, not just a high-level vision.
Final deliverables included an updated Strategic Plan document, alignment of priority areas with measurable outcomes, and a Council presentation to support adoption and implementation.
