Acting CAO- Athabasca County (July 2022-October 2022)

Frank Coutney served as Interim Chief Administrative Officer (CAO) for Athabasca County during the transition and recruitment of a permanent CAO. In this role, he provided leadership across all municipal operations, attended regular, special, and committee meetings, and oversaw the implementation and development of County policies and programs. Frank fostered a culture of collaboration, ensuring the efficient, high-quality, and cost-effective delivery of municipal services throughout his tenure.
